The Officers

Union officers are elected to three year terms, with elections taking place in December. The four officer positions with description of duties from the HUCTW Constitution are as follows:

President
The President will:
  1. preside as all HUCTW and Executive Board meetings;
  2. be a member of internal union committees except the Elections Committee;
  3. countersign all checks drawn against the funds of the local;
  4. report periodically to the membership regarding the progress and standing of HUCTW and regarding the President's official acts;
  5. be a member of the university-wide Joint Council;
  6. be the first HUCTW delegate to the AFSCME International and Council 93 conventions.
Vice-President
The Vice-President will:
  1. assist the President in the work of the President's office;
  2. in the absence of the President preside at all meetings and perform all duties otherwise performed by the President;
  3. upon approval by the Executive Board be authorized to act as co-signer of checks drawn on the local funds in place of either the President or the Secretary-Treasurer;
  4. be the second HUCTW delegate to the AFSCME International and Council 93 conventions.
Treasurer
The Treasurer will:
  1. receive and receipt for al monies of HUCTW;
  2. deposit all money so received in the name of HUCTW in a bank or banks insured by the FDIC or FSLIC selected by the Executive Board. Money so deposited will be withdrawn only by checks signed by the President and the Secretary-Treasurer;
  3. prepare and sign checks for such purposed as are required by the constitution or are authorized by the membership of the Executive Board;
  4. prepare and submit the monthly membership report to the International Union office and see that a check is drawn in payment of the local's per capita tax each month and sent to the International Secretary-Treasurer;
  5. keep an accurate record of receipts and disbursements and submit to the Executive Board a monthly operating statement of the financial transactions of HUCTW for the previous month;
  6. act as custodian of all properties o HUCTW;
  7. give a surety bond for an amount to be fixed by the Executive Board of HUCTW at the expense of HUCTW and through the International Union;
  8. see that any financial reports required by the International Union Constitution to be submitted to the International Union are submitted in accordance with the International Union Constitution;
  9. be the fourth HUCTW delegate to the AFSCME International and Council 93 conventions.
Secretary
The Secretary will:
  1. keep a record of the proceedings of all membership meetings and all Executive Board meetings;
  2. carry on the official correspondence of HUCTW;
  3. be the third HUCTW delegate to the AFSCME Internaional and Council 93 conventions.


The Executive Board

The Executive Board is the main governing body of the union and is made up of elected representatives from each of the five regions and the four elected officers. Regional Executive Board seats run for terms of two years. Depending on its size, each of the five regions has either two or three seats. Terms are staggered so seats in each region come up for election in alternate years, with election polling taking place each December. The Executive Board is responsible for all matters affecting the policies, aims, and means of accomplishing the purposes of HUCTW not specifically provided for in the By-Laws or by action of the membership at a membership meeting.

The five regions and number of Executive Board seats for each are:

Central 3
FAS Arts 2
FAS Sciences 2
Medical 3
Professional 3

Joint Councils

A local Joint Council is intended to be a forum for the discussion of all workplace matters that have a significant impact on staff. A local JC will consist of an equal number of bargaining unit and management representatives from the school or administrative department. HUCTW representative will be elected within the local area to two year terms with elections taking place in December. The school or administrative department will appoint members including faculty, administrators, supervisors, and other staff as appropriate. The number of members from the bargaining unit and the University will be determined to achieve a balanced representation of the various constituencies within the work community. Local Representatives

According to the HUCTW Constitution, Union Representatives are elected to a one-year term by unit or department, about "one representative for every 35 employees." Local Union Representatives serve as a source of information for co-workers and are a first contact for co-workers with questions or problems. They are trained to participate in the individual problem-solving process established in the HUCTW's Agreement with the University.
